At our neighborhood park there has been the understanding that, if the park isn't busy and your dog is under control, you can let your pup play off-leash and no-one will complain. At certain times of the day, as many as eight or nine dogs can be found romping happily in the grass.
This afternoon, a conscientious Berkeley Animal Care Officer pulled over to give me a warning about having my dog off leash in the park. I can't really be angry about it - the signs are quite clear and he caught us in the act. It just makes me wonder what he would have done had he driven by at one of those times when many more of us were there. Would we all run away with our dogs and leave the slowest to get a citation?
And must we always pile Spot into the car to get to one of the legal off-leash spots?
I think it's time for South Berkeley's dog owners to get organized and work to create an 'official' off-leash area in our neigborhood.

With humans, we go after the killers and attempt to remove them from society. And I think we should do the same with dogs. Having to keep dogs on leash really has an affect on their well being. My dog is certainly much happier and acts much healthier when he has a chance to run off-leash for an hour or more. In my opinion it is much more cruel to keep dogs on leash merely to keep them safe from dangerous situations. Dogs are like people and need to be trained and trusted to remove themselves from dangerous situations. It is also our jobs as their owners/parents to protect them...
Having designated off-leash areas allows the dog owners to decide if they want to their dog to take the risk of being exposed to potentially dangerous situations.
Berkeley's leash laws do seem very harsh to me, and is in fact one of the reasons I live in Oakland.

Posted by: galitz at February 24, 2004 05:25 PMI agree. I think it's SICK and RIDICULOUS that I have to break the law every day in order to let my very well behaved dog get enough exercise that I won't be ridden with guilt during the 9+ hours she's at home alone weekdays.
I don't have a car and I think it's very bad policy to say that you must own a car to properly take care of a dog or must have a high enough income to live in North Berkeley. The idea of forcing people to drive is bad for traffic and the environment. Berkeley should be encouraging people to walk in their neighborhoods. San Pablo Park is huge but now they won't let ANYONE - with a dog or without - walk over 2/3rds of the park. They've decided to make the huge fields soccer and baseball only, despite the fact that those games are only played for a small percentage of the time. Everyone lets their dogs run at the Russell Street Park but everyone also budgets for tickets. One of these parks should allow dogs off leash for a percentage of time each day. We're part of the community too.
